Zelensky Declares He Lacks Explicit Security Pledge from Partner Nations

President Zelensky has stated that European allies have not given him solid assurances that they will defend Ukraine in the event of a new Russian aggression.

"I continue to pose this critical question to every one of our allies and thus far, the answer remains elusive a clear, unambiguous answer yet," he stated to the press on midweek.

These remarks follow a day after the UK and France inked a statement of purpose on stationing forces in Ukraine if a peace deal to end the war with Russia is reached.

However, full security guarantees have yet to be solidified. The United States, which has been spearheading initiatives to end the invasion, was reported to have abstained from signing such a pledge at talks in Paris on the previous day.

Details of the Paris Talks

After the Paris talks, which included some 30 countries that comprise the group termed the 'Coalition of the Willing', UK Prime Minister Sir Keir Starmer said the UK and France would "set up operational bases across Ukraine" to prevent any future incursion, while France's President Macron later said thousands of troops may be sent.

Allies proposed that the United States would take the lead in overseeing any ceasefire. But the key issue of ceding land that Ukraine is being pressured to offer to Russia as a component of the settlement terms are continuing to be negotiated.

The Russian government has thus far remained silent on the announcement made in the French capital.

Russian President Vladimir Putin launched a comprehensive military assault of Ukraine in February 2022, and Russian forces now occupies about one-fifth of Ukrainian territory.

The President's Evolving Stance

The UK Prime Minister characterized the bilateral declaration as "an essential component of our commitment to support Ukraine for the long-term".

He continued: "It paves the way for the juridical structure under which allied military personnel could function on Ukrainian soil, securing Ukraine's skies and seas, and rebuilding Ukraine's armed forces for the future."

Zelensky hailed that accord as a "significant leap of progress".

A day later, however, he seemed more cautious.

"I perceive the determination, the political resolve, and that the partners are ready, and the allies are willing to give us strong sanctions, powerful defense assurances," he said when questioned if nations in Europe would come to Ukraine's aid.

"But as long as we don't have such security guarantees - formally ratified, endorsed by legislatures, supported by the United States Congress - this question cannot be answered. And should they materialize, you must ultimately depend first and foremost on your inherent capabilities."

Unresolved Issues and Ongoing Conflict

The Paris talks were also significant due to the attendance of envoys from former President Trump's administration, Jared Kushner and Steve Witkoff.

One envoy stated the participating countries "largely finished" their work on agreeing security protocols.

Last week, the President indicated a peace deal was "ninety percent complete".

Questions of land and defense pledges have been at the forefront of outstanding matters for negotiators.

Putin has repeatedly warned that Ukrainian troops must withdraw from the entirety of the Donbas region or Moscow will take control, dismissing potential concessions over how to end the war.

The Ukrainian President has thus far rejected relinquishing any land, but has suggested that Ukraine could withdraw its troops to an established line - but only if Russia did the same.

Moscow currently controls about 75% of the Donetsk oblast, and some nearly all of the adjacent Luhansk region. The two regions form the Donbas industrial heartland.

Attacks have been escalating against Ukrainian cities - particularly targeting power facilities. Russia has also made incremental advances in seizing additional Ukrainian land.

Ukrainian forces have retaliated at Russian targets with drones, though with more limited success.
