The United Kingdom and France Will Dispatch Forces to the Country in the event that a Ceasefire Accord is Agreed

Placeholder Diplomatic Meeting

The UK and France have inked a statement of purpose concerning the stationing of military forces in Ukraine should a ceasefire be concluded with Russia, the British leader, Keir Starmer, has declared.

Subsequent to discussions with allied nations in Paris, he indicated that the two nations would "set up defense centers in various parts of Ukraine and construct fortified structures for weapons and defense matériel" to deter any future attack.

The allied nations also proposed that the United States would take the lead in overseeing a ceasefire.

Moscow has consistently warned that any foreign troops in Ukraine would be considered a "legitimate target", but has as yet not issued a statement on this latest development.

Background and Ongoing Hostilities

The Kremlin's head Vladimir Putin launched a full-scale invasion of Ukraine in February 2022, and Moscow at this time controls about 20% of the country's land.

"This is a vital part of our pledge to support Ukraine for the duration," stated the UK Prime Minister.

Heads of state and top officials from the "Coalition of the Willing" were involved in the Paris negotiations.

Addressing reporters at a combined announcement, he further said: "It creates the pathway for the legal framework under which British, French, and partner forces could function on the ground in Ukraine, defending Ukraine's airspace and waters, and rebuilding Ukraine's armed forces for the years ahead."

The PM also stated that London would participate in any American-headed confirmation of a prospective ceasefire.

Protection Pledges and Diplomatic Positions

Lead American diplomat Steve Witkoff remarked that "lasting safety pledges and strong prosperity commitments are essential to a lasting peace" in Ukraine – mentioning a major demand made by the Ukrainian government.

Witkoff indicated the partner nations had "mostly completed" their work on agreeing such assurances "to ensure the people of Ukraine know that when this hostilities ends, it ends permanently."

Jared Kushner, former American President Donald Trump's advisor, also was involved in the negotiations.

Meanwhile, President Macron Emmanuel Macron stated that Ukraine's allies had made "major headway" at the negotiations.

He said that "strong" security guarantees for Ukraine had been settled upon in the case of a prospective ceasefire.

Ukrainian President Volodymyr Zelensky commented that a "major development" had been made in the talks, but cautioned that he would only deem efforts to be "sufficient" if they resulted in the end of the conflict.

Recently, he indicated a settlement was "mostly finalized". Settling the outstanding 10% would "shape the fate of peace, the fate of Ukraine and Europe".

Outstanding Matters

  • Sovereign soil and security guarantees have been at the center of ongoing disputes for the parties involved.
  • Putin has repeatedly warned that Ukrainian troops must withdraw from all of Ukraine's eastern Donbas region or Russia will seize it, rejecting any middle ground over how to end the war.
  • Kyiv has thus far excluded giving up any territory, but has proposed that Ukraine could move its forces to an designated point – but only if Russia reciprocates.

Russian forces presently occupies about 75% of the Donetsk oblast and around 99% of the neighbouring Luhansk. The areas form the area of Donbas.

The original US-led 28-point framework that was widely leaked to the media last year was perceived by Kyiv and its EU supporters as being heavily skewed in Moscow's direction.

This sparked weeks of high-level diplomacy – with the involved parties trying to amend the draft.

Last month, The Ukrainian government submitted the US an updated 20-point plan – as well as distinct documents outlining potential defense assurances and arrangements for Ukraine's rebuilding, Zelensky said.
