New Foreign Policy Vision Identifies The Continent's Fundamental Problem: A Supposed Shortfall of Racism?
Throughout his initial presidency, analysts often suggested that Donald Trump's statements should be taken seriously instead of literally. Yet, real-world experience suggest that that formula could have got it backwards.
A recently unveiled U.S. National Security Strategy alongside multiple comments from administration officials, presidential allies, and the former president have sparked potentially one of the most profound challenges for transatlantic unity, the doctrine that has underpinned peace and democracy in Europe since World War II.
From Burden-Sharing to Cultural Anxiety
While Trump's earlier complaint focused on Europe's alleged failure to pay for its own security, his vision has now evolved into a significantly more disturbing outlook.
Tinged with racial prejudice and a deep-seated contempt for Europe's governing bodies and officials, he has spoken about the risk of civilizational erosion on a continent he barely knows and has predominantly seen from a distance.
"A lengthy discussion devoid of clear ideological coherence is instead full of something else: the muddled anxiety of an ageing white man facing demographic shifts."
This paranoid worldview, which has shaped contentious American border and law enforcement approaches, now appears to be informing Washington's understanding of Europe.
A Xenophobic Thesis
According to this logic, migration from the global south causes a cultural dilution of European societies, rendering them "weak" under "foolish" leaders and paving the way for their demise. This is an openly racist theory, with the president's allies making clear their support for far-right movements across Europe.
While the broader theme of this race-baiting is familiar, its meaning for European security are critically important.
For Trump and his Maga acolytes—a group that includes billionaire Elon Musk, who has called for the breakup of the European Union—all statecraft is fundamentally a deal. But, whereas he once claimed was about financial fairness, the new claim is that a decadent Europe is undeserving due to its embrace of diversity.
A Self-Fulfilling Prophecy
During the conversation, Trump himself connects these ideas in a kind of rhetorical loop. He acknowledges that the Kremlin wants a weak Europe. Trump proclaims Europe is weak, and in exposing the rifts between the transatlantic alliance, he inadvertently aids Putin by further weakening European unity—while simultaneously claiming it's not his "fault".
This dynamic is playing out at perhaps the most consequential juncture for Europe since WWII, with a devastating war in Ukraine and rising Russian-hostile actions elsewhere on the continent.
While Europe cleaves ever tighter to Ukraine amid continuing warnings of American abandonment, the peril is that Trump has constructed a rationale for ignoring his allies.
The European Response
This situation demands a firm response from European leadership. Although certain figures, including German Chancellor Friedrich Merz, have been forceful in their rebuttals, others—like the office of UK Prime Minister Keir Starmer—have continued with a policy of attempting to appease the White House.
On Tuesday, the UK government declined to criticize the president's remarks about Europe or his renewed attack on the mayor of London.
They said, "He enjoys a productive partnership with the U.S. president and a good working relationship with the Mayor of London, and is focused on cooperating with each to achieve stronger results for the people."
The stark reality is that the president intends his words and repeats what he means repeatedly. The time has come to stop pretending that things are different.
